PROJECT DESCRIPTION:
As part of the permitting for the Walnut Street Senior Affordable Housing project, it was deemed necessary to prioritize the improvement of the intersection at Walnut Street and Route 140. Improvements include the installation of traffic signals, new sidewalks, restriping of lanes, and even modifications to the I-95 SB exit ramp which mergers onto Route 140 near the intersection.
Additionally, a low-pressure sewer force main will be installed starting at the new development down Walnut Street, through the intersection, connecting to the existing gravity system on Central Street. This will provide potential access to sewer to the Foxborough Housing Authority and other adjacent properties.
Funding for this project has been supplied primarily through state and federal grants, including a $4 million MassWorks grant and various other earmarks.
Construction UpdatesThe Intersection work within Mass DOT layout is on hold until winter is over.
The Sewer installation work continues on Walnut St, however is weather dependent on a daily basis until winter is over.
South Street and Cedar Street Raw Water Main - Sprague Road to Witch Pond

PROJECT STATUS:
The raw water main installation is substantial complete, including the installation of the pipe over Rt 495. Some inspections and insulation work remain before the project is complete.
The Public Works Equipment Maintenance Division is responsible for not only the repair of the hundreds of pieces of equipment operated by Public Works, but also all of the Town owned police vehicles and school buses. The existing facility was built in the 1970s and has received minimal upgrades since that time. A modernized facility is necessary for both the safety of mechanics and efficiency of operations.
A portion of the available excess funds from the Burrell School project were reallocated by the Permanent Municipal Building & Planning Committee and then approved at the 2023 Annual Town Meeting for the design and permitting of an expansion to the Public Works garage structure which would serve as the new primary maintenance area.
The existing facility will be repurposed for much need dry storage of vehicles and equipment. Some additional excess funds from the Burrell School project are to be reallocated to conduct basic essentials repairs such as repair of the leaking roof, repointing of the walls, upgrade of the heating and electric systems, etc.
Project Update (January 21, 2025)
Footings and foundation walls are complete. Prefab metal building is scheduled for delivery on March 11, 2025. Site utilities continue to be installed. The Footings and Canopy posts for the new fueling station have been installed. Work on the existing building continues with the installation of a fire suppression system. Completion is now scheduled for December 2025.
A new sidewalk is being constructed on Cocasset Street which will connect an existing network gap between Ledgeville Avenue and Chestnut Street. Expected duration is 4 to 6 weeks.

East Street & Cocasset Street Intersection Reconstruction

PROJECT DESCRIPTION:
Complete Streets funding was awarded to this project for the reconstruction of a historically hazardous intersection. Project scope includes the realignment roadway intersection as well as pedestrian improvements such as installation of Rectangular Rapid Flashing Beacon and accessibility upgrades with increased visibility.
